UNOPS is a self-financing entity of the United Nations system, with more than a decade of experience in providing operational management services in developing nations and post-conflict/emergency situations. Headquartered in Copenhagen, with regional offices in New York, Johannesburg, Bangkok, and Panama, UNOPS presently operates in over 60 countries providing to UN agencies and developing countries complex project implementations of client operations, loan administration and supervision, and advisory services for operations management The UNOPS Project Center in Liberia is responsible for implementing a number of projects on behalf of the United Nations Mission for Liberia (UNMIL) and the programme UN Agencies. The Liberia Project Center has been set up as an implementing mechanism to deliver a range of projects for which UNOPS has been designated as the Implementing Partner. The functional objective of the Liberia Project Center is to deliver its projects in an efficient and effective manner, achieve the outcomes sought by the clients, and assist in the peace-building and reconstruction in the country. Duties and Responsibilities The Operations Associate’s prime responsibility is to provide delivery support to programmes and projects. The Operations Associate is typically line managed by a Project Manager and is responsible for the following functions.

 Full compliance of operational activities with UNOPS rules, regulations, policies and strategies. Input to the elaboration of internal Standard Operating Procedures (SOPs) in operations, in consultation with the direct supervisor and office management. Prepare and confirm operational transactions, payroll, contractual agreements, travel claims. Maintain and control petty cash fund and prepare reports for replenishment. Identify problems in financial and administrative areas and suggest alternative solutions to resolve issues in compliance with broader UNOPS policies rule and regulations Assist in the organization, direction and supervision of all administrative, financial and logistical activities of the projects under her/his responsibilities. Assist in the management of all aspects of project implementation, monitoring the progress for all projects under his/her responsibility, anticipating operational and financial problems and • • • • • • taking preemptive actions. Assist in drafting of project budgets and revisions and other project-related documents in consultation with supervisor and clients and entering data in appropriate software Assist in the preparation and submission for the Project Centre/Operations Centre Director authorization to projects managers and country offices to undertake project-related activities and incur expenditures, monitoring expenditures and advising funding agencies on budget status. Assist in the initiation of recruitment of consultants/experts.

Process all administrative requirements and follow-up to completion. Input and update of accurate data and information to facilitate monitoring and evaluation of project activities, and to institutionalize and disseminate knowledge. Use of technology and electronic systems and tools to initiate work, share information with colleagues and clients. Training of new temporary personnel on office methods systems and procedures

Required Selection Criteria Competencies
• Ability to perform standard administrative activities related to UNOPS project operations
• Thorough knowledge of UNOPS rules and procedure in project acceptance, contracting purchasing and recruitment of project personnel
• Knowledge of finance and accounting activities in UNOPS as well as project management
• Strong IT skills; knowledge of ATLAS
• Ability to provide input to business processes re-engineering, implementation of new systems
• Focuses on result for the client and responds positively to feedback
• Ability to interpret, analyze and resolve problems
• Highly motivated with a positive attitude and pro-active problem-solving approach.
• Working knowledge of computer use.
• Familiarity with procedures, reporting requirements and ethical practices of the UN system.

Academic Qualifications/Experience/Language • • • • • Secondary education required. University Degree in Business Administration, Public Administration, Human Resources Management or equivalent desirable. 5-7 years of progressively responsible experience in similar relevant position including direct experience in managing projects and working directly with clients, Experience in ATLAS is required in addition to excellent computer skills and advance knowledge of MS Office 2003 and/or newer versions. Effective communicator, organized and efficient planner, good report writer, active learner, and team player; Excellent command of spoken and written English is a must;
